The Complex Neurodevelopmental Disorder and Eligible Disability program provides Medicare funding for children and young people with developmental disabilities, including autism and other neurodevelopmental conditions.
Unlike most Medicare allied health programs, this scheme can cover both assessment and treatment services provided by allied health professionals.
Conditions Covered Under the Program
Eligible conditions may include:
- Autism spectrum disorder
- Global developmental delay
- Intellectual disability
- Other complex neurodevelopmental disorders
These conditions typically involve significant difficulties in development, communication, behaviour, or daily functioning.
Who Can Provide Services?
Registered occupational therapists with a Medicare provider number are able to provide services under this program.
At Innerlink Therapy, therapists work with families to provide individualised assessments and therapy programs that support communication, independence, and participation in everyday life.
Lifetime Session Limits
The M10 program provides lifetime limits rather than yearly limits.
Eligible children and young people may access:

- Shared across eligible allied health professionals
Treatment Services
- Up to 20 therapy sessions
- Also shared across allied health professionals
Medicare Item Numbers
Common occupational therapy items include:

How Occupational Therapy Supports Children and Adults
Occupational therapy focuses on helping people develop the skills needed for everyday life, including:
- Sensory processing
- Emotional regulation
- Fine motor skills
- Gross motor coordination
- Self-care and independence
- Executive functioning
- Participation in school, work, and community activities
At Innerlink Therapy, therapy programs are evidence-based and tailored to the individual, supporting children and adults to build practical skills that improve daily participation and quality of life.
When Should Families Seek Occupational Therapy?
Parents or referrers may consider an occupational therapy assessment if a child has difficulty with:
- Sensory sensitivities
- Emotional regulation or behaviour
- Fine motor skills (writing, drawing, cutting)
- Gross motor coordination
- Daily independence skills
- Attention and executive functioning
Early support can make a significant difference to a child’s development, confidence, and participation in everyday activities.
How to Access Occupational Therapy Through Medicare
To access Medicare-funded occupational therapy:
- Visit a GP, paediatrician, or specialist
- Discuss concerns about development, functioning, or health
- Request an appropriate Medicare referral or management plan
- Book an appointment with a Medicare-registered occupational therapist
Families can also combine Medicare services with NDIS funding, private health insurance, or private therapy sessions depending on their needs.
Tip for Referrers:
When preparing a referral, include relevant diagnoses, concerns, and therapy goals to help the therapist tailor assessment and intervention.
